Officers suspended
ITANAGAR, Mar 11: Acting swiftly on the alleged swindling of land transport subsidy (LTS) worth Rs 26 crore, the state government has suspended the Director, Joint Director and Finance & Account Officer of Food and Civil Supplies department.
According to highly placed source, besides suspending, arrest warrants have been issued against the three officers.
The Rs 26 crore fraud was detected when one T Koyu filed an FIR on February 17 in which he alleged that some unknown persons forged and cheated him of few crores, which were released as LTS by the department of Food and Civil Supplies. The money, designated as LTS (kerosene) for at least four firms, was illegally withdrawn through a fake power of attorney.

PRI members hold meeting
ITANAGAR, Mar 11: The Panchayati Raj Institution (PRI) of Papum Pare district held an emergency meeting yesterday at ZPC office, Yupia under the Chairmanship of the Chairperson Zilla Parishad Nabam Aka.
The meeting was attended by all the Zilla Parishad Members (ZPMs) and all the Anchal Chairpersons of 12 Zilla segments. The PRI leaders of Papum Pare District in the meeting, welcomed decision of the state government under the leadership of Chief Minister Nabam Tuki to hold simultaneous election.
The member present believed that holding of simultaneous polls will minimize expenditure and save valuable time of the common people of the state. BJP welcomes simultaneous polls
ITANAGAR, Mar 11: The State Bharatiya Janata Party (BJP), the main opposition party in the state, has welcomed the announcement for holding simultaneous Lok Sabha and Assembly polls in Arunachal Pradesh by the Election Commission of India.
State BJP President Tai Tagak, in a release, urged upon the ECI to ensure that all necessary measures and mechanism are put in place to ensure free and fair election.
Union urges BSNL to improve service
ITANAGAR, Mar 11: All Arunachal Pradesh Government Departmental Labour’s Union Pakke Kessang Circle and Passa Valley Circle of East Kameng district has urged the BSNL authority to improve the BSNL network at Lumdung Papu Valley under East Kameng.
We have to dial more than 50 times even to make a single call, they said while drawing attention of the BSNL authority regarding the poor and pathetic BSNL service. They also said that the two BSNL towers in the district are lying defunct.
ACRI writes to CS
ITANAGAR, Mar 11: The Arunachal Chapter of RTI India (ACRI) has suggested the chief secretary, GoAP, that it should be made mandatory for all public servants to declare their assets, properties both movable and immovable, insurances, bonds, security deposits and cash in hand including their bank account details whose kith and kins are running for this year’s election.
In its letter submitted to the CS, the ACRI further suggested that all the government employees, whose kith and kins are contesting election should not be granted any leave even on medical ground and also direction should be given to them to not visit their home town during election.
They should be directed not to involve in election campaign and they be terminated if found guilty, it added.

ITANAGAR, Mar 11: The proprietor of M/s Agam Wood Products, Mebo has expressed strong resentment over publication of a photograph of his legally run saw mill along with a news item under heading “Illegal Saw Mills in East Siang…..” on March 7 issue of this daily.
“The saw mill shown in the news item has valid trading licence (No. 1532/94) approved

Further, this saw mill (Agam Wood Products) is operating in the area for the last many years at Government designated and notified industrial area at Mebo, he said.
He also said that the saw mill owners and Power of Attorney Holders had to stop their saw mills incurring heavy losses after publication of the news item to facilitate a proper and transparent investigation by the Pasighat Forest Division, he said.
He urged the reporter of the news item not to describe the legal timber operators as smuggler and illegal businessmen without knowing the legalities of running such saw mills.

INTUC national team on visit to state

ITANAGAR, Mar 11: A team from Indian National Trade Union Congress (INTUC) led by national president Dinesh Sundriyal Sharma is currently on a visit to the state.
Addressing media persons during a press conference at Press Club this afternoon, Dinesh alleged that many people are running INTUC in the state level with no knowledge of the national bodies.
“Those are the people whose tenures have dissolved but they are still going ahead with its functioning without letting the main body know,” he said.
“INTUC was formed to connect the workers with the various schemes that the government comes up with. It was formed to let the people get benefits. But the some people running INTUC in Arunachal Pradesh have instead got themselves involved in the revenue collection from various trade unions in the state,” he alleged.
Talking on the line, INTUC general secretary Golo Nipo informed that the team was in the state to look into the prevailing situation that INTUC is facing.
Drive against traffic violation continues
ITANAGAR, Mar 11: Continuing its drive against Motor Vehicle Act violators, the City Police today imposed fine to 141 veihicles in Itanagar and Naharlagun area for violation of various sections of MV Act and Rs.25,600 has been realized as fine from the traffic violators. Three vehicles without number plate have been impounded at Itanagar Police Station. One vehicle with red beacon has also been fined, infomred the City Police.
Roing DIPRO adds: The Static Surveillance Team of Roing headed by D Burman, FO, has seized six cases of IMFL from Meka Police Check Point at 2 km from Roing today. The seized items have been videographed and deposited in the Police Station, Roing, informed Roing CO Sanjay Taram.
As per the ECI directives, no individual can carry more than one and half bottles of IMFL and one case of beer at a time for personal use during the election time.
Special written permission must be obtained from the DEO/District Magistrate to take home liquors more than the prescribed quantity for any special occasions, like marriage, festival etc., informed DEO Shiv Kumar.

State Election Commission readies for simultaneous polls

ITANAGAR, Mar 11: With the declaration of assembly election date, Arunachal is all set for simultaneous holding of Lok Sabha and assembly elections. The notification for assembly election will be issued on March 15 and last date for nomination is March 22. While polling will take place on April 9 the counting of votes will be held on May 16.
Addressing press persons today, Chief Electoral Officer (CEO) CB Kumar informed that election machinery is fully equipped and ready to hold simultaneous election.
“We are taking every step to ensure that free and fair election is held. Flying squads formed to check violation of model code of conduct is active throughout the state. They have seized huge quantities of foreign made liquors including 14, 478 bottles of beer. The district administrations have also started processing of bounding down the possible trouble creator in their respective districts. Licensed gun holders are being asked to deposit their gun in police stations,” informed CB Kumar. He further added that state have witnessed 1.75% increase in number of voters, while capital saw reduction of 4% in enrollment.
“Election Commission has identified East Siang, West Siang, East Kameng, Lower Subansiri and Papum Pare as election expenditure sensitive districts. Fifteen hundred digital and video cameras are being used to record polling. In some urban areas where there is proper connectivity, polling will be televised live,” stated the CEO.
Allaying fears about possible misuse of postal ballot, the CEO stated that only an executive magistrate will be in charge of postal polling in the district and a particular number will be issued and subsequently feed into software, to all those persons eligible to participate in postal voting, so as to ensure that it is not misused. The CEO also added that holding of assembly and Lokh Sabha elections at one go will cost around Rs 50 crore.
Election Commission has deputed two awareness observers, namely KS Dhatwalia for Arunachal West and DM Kakadia for Arunachal East to oversee the complete process and expenditure in the state.
Meanwhile, Director General of Police (DGP) Satyendra Garg said that elaborate security arrangements have been made to ensure smooth and incident free elections throughout the state.

Earlier, SP Kuruvilla briefed about the security measures put in place in the capital complex and its adjoining areas.

TEZU/CHANGLANG/SEPPA, Mar 11: Lohit Deputy Commissioner Dr. Brij Mohan Mishra today convened a coordination meeting of all the government officials and HoDs of Tezu in his conference hall to review poll preparedness.
Addressing the officers and officials, the newly posted DC requested all the Head of Departments to cooperate and provide maximum support to the administration for free and fair conduct of election in the district. He emphasized on strict adherence to the guidelines prescribed by the Election Commission of India by polling officials and discharge of the assigned duties with utmost sincerity and dedication.
A similar meeting was also conducted by Changlang Deputy Commissioner cum DEO Chanchal Yadav today.
The DEO asked all officials engaged in election duty to discharge their assigned duty for free and fair conduct of election. She urged them to sensitize the subordinate officers and officials including female govt. servants.

During the technical sessions, trainees were exposed to micro propagation, extraction of chemical components of plant materials, quantitative analysis of medicinal and aromatic plants, identification of medicinal and aromatic plants of East Siang district and their scope in Arunachal Pradesh, DNA extraction, isolation and estimation from plant material, production and culturing of biocontrol agents.
Hands on training along with laboratory visits were also carried out at Department of Botany, JNC and Department of Basic Sciences, College of Horticulture and Forestry, Central Agricultural University, Pasighat.

BRO yet to start protection work at Siku river bank

The right abutment of the RCC bridge was eroded by turbulent Siku river last monsoon and disrupted road communication along the road. The strong current of the river every year breaches the right approach road of the Siku bridge disrupting surface communication.
This daily during July last year covered a series of reports highlighting public demand for special preventive measure of the problem, which had drawn attention of the district administration and the construction agency. Then East Siang Deputy Commissioner Nidhi Shrivastava had visited Siku bridge site and took up the matter with BRO officials. But the preventive measure taken by the authority did not work as the river wave again breached it.
The BRO later made an effort to canalize the water flow towards left side to control erosion. It also assured to construct guide bundh with boulder wire cage on river bank for controlling further erosion. But, the agency is yet to start the protection work, which is causing a great deal of dissatisfaction among the people.
The BRO has neither repaired the breached portion at Siku bridge-

The objective of the brainstorming session attended by municipal councilors, academicians, representatives from various colleges, govt. departments and NGOs was to formulate a plan on how to achieve mass awareness and inculcate in the masses the virtues of cleanliness.
Bengia Manna Sonam, Assistant Director (HRD) Department of Tourism while expressing her expectations from the workshop said, “The outcome of this session will be crystallized and implemented at Capital Complex as a pilot project and if succeeded it will be later implemented in other places also.”
Speaking on the session as chairperson, Komkar Dulom, Director RD, said that cleanliness starts with the mindset thus everyone should develop a mindset of cleanliness. Also stating that many people view Itanagar as a transit place only, opined that “we should build an emotion towards where we live in order to truly contribute for its development”.
A short film on cleanliness in Itanagar, made by the students of Department of Mass Communication RGU, was screened in the first session followed by series of feedbacks and discussion moderated by team CCRD.

Dangerous trend is emerging
Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has alleged of mounting pressure on officers, especially FAOs and DDOs by some supply work seekers during the month of March which disturbs smooth functioning of office works. Such trend put officers and their family members under tremendous pressure and fear psychosis. The security concern raised by CoSAAP is genuine and need to be addressed properly by state government.
Recently one engineer of RWD was alleged to be kidnapped, though he refuted kidnapping theory. Likewise numerous incidents of threat and intimidation to government officers go unreported. Especially in capital complex cases of intimidation to officers during month of March is rampant. These goons try to squeeze money even without carrying out any work. The officers should not bow down to their threat and report matter to the police. However police need to act swiftly to ensure that they are arrested and also protect such govt. officials who dare to complain against those goons.

Corruption in India
Dear Editor,
Corruption has prevailed in Indian society from time immemorial in one form or the other. The basic inception of corruption started with our opportunistic leaders who have already done greater damage to our nation. People who work on right principles are unrecognized and considered to be foolish in the modern society. Corruption in India is a result of the connection between bureaucrats, politicians and criminals. Earlier, bribes were paid for getting wrong things done, but now bribe is paid for getting right things done at right time. Further, corruption has become something respectable in India, because respectable people are involved in it.
In today’s scenario, if a person wants a government job he has to pay lakhs of rupees to the higher officials irrespective of satisfying all the eligibility criteria. In every office one has to either give money to the employee concerned or arrange for some source to get the work done. There is adulteration and duplicate weighing of products in food and civil supplies department by unscrupulous workers who cheat the consumers by playing with the health and lives of the people. In the assessment of property tax the officers charge money even if the house is built properly according to the Government rules and regulations.
Political corruption is worst in India. The major cause of concern is that corruption is weakening the political body and damaging supreme importance of the law governing the society. Nowadays politics is only for criminals and criminals are meant to be in politics. Elections in many parts of the country have become associated with a host of criminal activities. Threatening voters to vote for a particular candidate or physically preventing voters from going to the polling booth – especially weaker sections of the society like tribals, dalits and rural woman occurs frequently in several parts of the country. Tax evasion is one of the most popular forms of corruption. It is mostly practiced by Government officials and politicians who lead to the accumulation of black money which in turn spoils the moral of the people.
Major Factors Responsible For Corruption:
The most important factor is the nature of human being. People in general, have a great thirst for luxuries and comforts and as a result of which they get themselves involved in all unscrupulous activities that result in monetary or material benefits.
Moral and spiritual values are not given utmost importance in educational system, which is highly responsible for the deterioration of the society.
The salary paid to employees is very less and as a result of which they are forced to earn money by illegal ways.
The punishments imposed on the criminals are inadequate.
The political leaders have spoiled society completely. They live a luxurious life and do not even care about the society.
People of India are not awakened and enlightened. They fear to raise their voice
